I want to take a relic, then attack a second relic that is nearby from that relic. Can you attack from relics, or are they like metal mines, where you must go to a friendly outpost before attacking?

No, they are not like metal mines and oil wells. You can attack anything from a relic as if it was a regular outpost or colony. A relic is basically a moving outpost.
